Without losing revenues, taxes & fees can be restructured to promote job creation, affordable housing, transportation efficiency and smart growth. Performance-based parking pricing is one approach. Transforming the property tax into a value-capture user fee is another approach.

When folks weatherize their homes or make other improvements, they are penalized with higher taxes. This does not make sense. Reducing the tax rate on building values while increasing the tax rate on land values makes economic incentives work in favor of energy conservation, affordable housing and job creation while reducing land speculation.

Value capture can help make transit financially self-supporting -- reducing the need for increases in fares and general taxes. If properly implemented, it can encourage more affordable development near transit, reducing sprawl and making Metro (and other city services) more efficient.

Taxes and fees are more than just money. They are also information. By setting taxes and fees to provide better information about the true costs and benefits of various activities (like driving, parking, building maintenance, etc.), tax reform can help us make better decisions that promote job creation, energy conservation & more affordable housing.
