Introduce a Congestion Charge (ala London) to Reduce Traffic and Fund Public Transportation and Roads
To reduce traffic and congestion in DC, introduce a daily congestion charge (similar to what London did) for all vehicles entering downtown DC (area to be defined). The charge would be captured electronically (think EZPass) and the proceeds used to fund public transportation initiatives (including roads) and cover the costs of administration. Vehicles that violate the zone will be ticketed, with repeat offenders subject to impoundment. Residents living with the defined area would be exempt from any fees.
Taxis (regardless of origin - MD, VA, DC) would be exempt from charges and could pickup/drop off without limitation.
This systems has been very effective in reducing traffic, pollution, and increasing investment in public transportation and roads in other municipalities where implemented.

Many cities around the world are enforcing congestion charges. Pretty much anywhere in Europe congestion charges and limited access zones exist. DC should lead the nation with the first tandem congestion charge and limited access zones.
