How can we make the District of Columbia truly “One City?”

Making genuine progress toward creating “One City” is the Mayor’s highest priority. Mayor Gray has said that One City “is the recognition that all District residents, no matter their differences, are bound together by a common destiny and a shared desire to make the city even better for the people who live here. Regardless of race, religion, ethnicity, sexual orientation, gender identity, ward or neighborhood, we all want a vibrant, sustainable city, where all residents have an opportunity to provide for themselves and their families, where every neighborhood is safe, where every student goes to a good school, where every tax dollar is spent wisely on a government that works, and where citizens’ voices really count.” Yet the District government cannot achieve this goal alone.

We’d like your thinking on some of the specific questions that we’ll be wresting with at the summit:

  • How do we grow and diversify the economy?
  • What do DC government, businesses, and non-profits need to do to help people who aren’t currently job-ready get the skills they need to find work, especially in growing sectors of the economy?
  • In order to have healthy, thriving infants and toddlers, what District government services and resources will be most important for our families and communities?

  1. Give Businesses a tax break if they Buy DC services and goods or partner with area schools

If a business can send proof with its tax returns that it purchased 50% or more of its services and goods from DC small businesses or partners with a school to provide needed goods and services (for example, if a yoga studio offers free classes to students in DC public schools), they should get tax relief.

  2. AI02 To become One City we must first become One Comm-Unity, by forming collective collaborative network of activities and engagements

By developing first the human capacity of DPR after school and program management administering in collaboration with DCPS to start. Without forward movement beginning here at these two agencies first ... every effort and all agendas and mission assignment will be wasted effort and resources again. I share this lesson from experience as an volunteer/ Bus., Owner of WDC, there is no other way. Peace, AI02 "To Become One City we must first Become One Comm-Unity"

  3. Combine & Reduce ALL District wide meetings

There are too many. Hire me to match like meetings and reduce spending and government waste as well as citizens time to simply attend ineffective meetings and to leave with no results. Have meetings streaming online so those that cannot attend can watch online and post reminders online. Basically look at what NYC is doing they are very organized and effective.

  6. Human Rights City and Corps of DC: Economic, Human, Social Development

The Human Rights Cities & Corps concept is now underway in places like Alexandria, Egypt and Rosario, Argentina among other places around the world. A Human Rights City is when business, government and civil society come together as equals around the same table...with ALL being welcome and none being rejected. It is more democratic than the democracy we have and more inclusive. Every citizen and resident is welcome and the organizations and institutions nonprofits, unions, chambers, churches and the like are welcome to be part of the Human Rights City Assembly. This way the problems identified by the people can…

  7. Promoting Citizen Engagement

Investing in communicating to the public (especially those most susceptible to being disenfranchised) the importance of participation in the District's decision-making process as well as in neighborhood/ward organizations is crucial to the "One City" concept. I think if the city took a poll (especially in the neighborhoods where citizens are most disenfranchised) about political/gov. services knowledge, the city would be surprised as to the lack of knowledge regarding how to engage. So many citizens in DC express their disappointment and frustration with DC's gentrification and I think some of this frustration stems from not being part of or participating in…

  8. STOP OUTSOURCING PROJECTS (JOBS) TO CONTRACTORS

STOP OUTSOURCING PROJECTS (JOBS) TO CONTRACTORS

District of Columbia Government must stop outsourcing projects (Jobs) to contractors when DC Government already have full time employees (FTE) on board to carry out the very projects which are awarded to contractors and the FTEs has to provide guidance and/or directions to contractors on any awarded contract.

  9. Whistleblower Statute is ALL WRONG

The current whistleblower statute places the whistleblower in a precarious position. Rarely would District employees seek to blow to the whistle to save the City money because the statute places the burden on the potential whistleblower. How can the City stop the endless instances of embezzlement when the City's sole statute has the effect of destroying the messenger. Whistleblower reports should be change to include an internal review by an ethics officer. I am NOT referring to Willoughby, because his office is truly ineffective. The recent story concerning DHCD blamed the lowly employee and not the supervisors responsive for giving…

  10. NO STATEHOOD FOR DC

The District of Columbia should not be afforded statehood until something is done to rid the city of all these unethical occurrences in the government. The Council should not get a pass by passing legislation it NEVER read. You can't blame Gandhi for passing the 2009 legislation legalizing online gambling. The City Council SHOULD HAVE READ THE BILL IN 2009. If there were anything in the bill that was NOT clear, the staffers should have made the proper inquiries. The City Council should institute government clearances for all positions that remotely is responsible for City funds. The thefts could be…

  11. City Officials should not Accept Lobbyist Overtures

There is NOT place in the government for lobbyist activities. Lobbyist courting DC officials, especially in areas that are underrepresented, should not be the norm. There is no real need for affordable housing lobbyist to court DC officials when the landlord/tenant arena is being eroded by the industry. Already there is a separate court for housing providers. This is sick and disgusting. If you are hiring the best of the best, there would be no need to have discussions with lobbyist. DC cannot justify the salaries its paying to city employees because the employees for the most part are NOT…

  14. Make parking signage clearer around Nats Park.

There are streets where there are multiple signs making it very confusing as to whether it's ok to park on certain days. ie..a red sign will have specific days when parking is not allowed during games days and right below it is a green sign exempting zone 6 permit holders. Having a zone 6 permit, I parked on one of these streets and got ticketed and towed. Perhaps by adding the words, zone 6 permit holders NOT exempted on the red sign would clear the confusion.

  16. Lack of Affordable Housing

How about more housing/apartments "based on your income" instead of a never-ending supply of luxury condos?? I'm rapidly getting priced out of my Logan Circle neighborhood--and I pay about $200 below the current market value because I've lived her for so long.

  17. An ongoing campaign to clean up our city.

A clean up campaign involving schools, residents, workers and commuters. Residents could pledge to clean up their neighborhood on a given day. Schools could have a beautify our city day with contests for best slogans, clean-up plans or campaigns. City Workers and commuters could pledge to contribute by throwing waste in a trash can or volunteering. It could be an on-going yearly event.

  19. Increase the parking permit fee on the second permit at a house.

Keep the cost of the first permit low, but increase subsequent car parking permits.

  20. Improve public participation processes and outreach across the city through an integrated approach.

Instead of multiple outreach/public involvement processes (One City v. sustainable DC), start to create an enhanced public outreach and involvement process and forum that can cross different agencies and projects across the City. I don't have enough time to participate in this, my ANC, the previous outreach with the zoning update, specific public projects in my neighborhood and other visioning/public participation processes. Streamline it so they are combined/mutually supportive. See CrowdBrite for one integrated platform that could be used for this as part of an enhanced 511/public outreach/communication program.
