Actually, control over its own finances/resources would be more effective than a vote in congress. For instance, as in NYC, there should be a "commuter" tax on all non-residents. That includes all members of congress who do not reside here the entire year. They should be taxed for the time during which they reside in DC. They place a great stress on the District's infrastructure, use of its police force and other amenities, yet contribute NOTHING to its support.
