With a 'power purchase agreement', there are no upfront costs, and the panels become DCPS property after a few years (when the installer's tax and depreciation costs are recovered). Yes, we can!

Most of these folks are providing a valuable service at a salary others would not accept. If we start paying our citizens a decent wage, then we can require that all jobs go to bonafide citizens. Until then, employers prefer to pay less than a decent wage to anyone who will take it. Marginalizing hardworking folks costs more in the long run for everyone.
