How can we make the District of Columbia truly “One City?”

Making genuine progress toward creating “One City” is the Mayor’s highest priority. Mayor Gray has said that One City “is the recognition that all District residents, no matter their differences, are bound together by a common destiny and a shared desire to make the city even better for the people who live here. Regardless of race, religion, ethnicity, sexual orientation, gender identity, ward or neighborhood, we all want a vibrant, sustainable city, where all residents have an opportunity to provide for themselves and their families, where every neighborhood is safe, where every student goes to a good school, where every tax dollar is spent wisely on a government that works, and where citizens’ voices really count.” Yet the District government cannot achieve this goal alone.

We’d like your thinking on some of the specific questions that we’ll be wresting with at the summit:

  • How do we grow and diversify the economy?
  • What do DC government, businesses, and non-profits need to do to help people who aren’t currently job-ready get the skills they need to find work, especially in growing sectors of the economy?
  • In order to have healthy, thriving infants and toddlers, what District government services and resources will be most important for our families and communities?

  2. Promote economic, social, and environmental JUSTICE

We need a city with economic justice and equality, with social justice and an end to all forms of oppression, environmental justice and an end to our support of fossil fuels, and real democracy:
--promote cooperatives instead of big corporations that benefit the 1% (no Walmart!)
--promote sustainable livelihoods, including training and support for regional farming, renewable energy projects, and energy conservation; ensure a living wage for all
--ensure that all have good housing and access to healthy food
--ensure that all have access to good health care, establish public or cooperative neighborhood health clinics that charge by ability to…

  3. Stop letting Maryland parents use DCPS preschools as free childcare

Last year DCPS sent hundreds of tuition bills to Maryland commuters with kids enrolled in DC's public preschools, but not one parent paid. DCPS said that without a collection agency there's nothing they can do, but can't they turn the Maryland kids away? DC kids need those spots. If I left my daughter on the doorstep of Sidwell Friends School without paying, would they educate her for free? No! There's a long string of Maryland plates at my daughter's preschool every afternoon and none of those parents are active in the PTA. We need neighborhood schools to be neighborhood schools…

  5. Care for the sick and disabled citizens of the District by making medical marijuana available ASAP, and ensure the DoH is transparent

The sick and disabled residents of the District who live with debilitating pain on an everyday basis should not have to wait another day to have safe and reliable access to the medicine that the citizens of the District voted in favor of by a 69% majority. The Medical Marijuana Program, as it is operated by the department of health, has been too slow, not transparent, and not responsive to patients or citizens needs. Stop the foot-dragging and get the program underway for the sake of the sick and disabled among us.

  6. Reduce fragmentation by Integrating Community Health organizations to the Health system

Community Organizations are a critical and integral part of the health system, yet not part of it. Referrals to organizations like such should help build capacity to serve people with no access through a very fragmented system. Clinics and hospitals should be able to refer patients directly to organizations that are the liaison to the community when the hospital or clinic can't give timely and appropriate care. Mental Health is one of those services that are critical for patients, not usually covered by insurance and dealt with by community organizations.

  9. Revamp or Eliminated --> KSA (ranking factors) when applying for JOBS in the District of Columbia

The Federal Government has eliminated the KSA process when applying for federal employment. I believe the District of Columbia should follow by recvamping or eliminating the whole process. The whole process takes up to much quality time and space to apply for something that is so time sensitive. The ONLY beneficiaries of said process are current and former employees (federal and district). Also, this process requires reading and expensive writing that proves long-term skills and experience. Individuals on the outside (DEU, US Citizen and the Public) are encourage to apply oftern passed over for current (federal/district) employees and special preference…

  10. More money for Metro and bike lanes

expand and support public transportation, as essential infrastructure for healthy people to promote more exercise and give access to amenities & jobs, as well as conserve resources, reduce traffic load/impacts, improve air quality, allow public funds to be spent on more critical elements rather than dealing with streets because of too many cars

  11. The Mayor informs us we have a partnership with Brazil. Let us have our own Carnival in the fall using Brazilian/New Orleans ideas

Pick a weekend in the fall that is not too busy for a major Carnival/October Fest type of event. Bring inn lots of tourists. In Brazil they have "Samba Schools". Each neighborhood prepare an elaborate dance routine and fancy floats for a big competitions. We could do the same using our schools and parks in summer. Bring together youth, the retired elderly, and others who can spare some time. Prepare dance and parade routines, costumes, fancy floats, etc. Lots of fun work for all during those long, slow, hot summer months when kids get in trouble the most.

  12. Stop making our city the highest taxed in US. Coupler D-40 tax Deductions & Exemptions with the Federal IRS104 figures.

Every year the US govt. raises the D & E figures for inflation. DC last raised this figure in 2008. From 1991 to 2005 there was no increase in DC
Exemptions and Deductions ($2,000 and $1,370) putting us way behind.
    * DC Exemption 2011, single and married $4,000, Deduction $1,650 each.
    * Federal Exemption 2011, married $11,600, single $$5,800, Ded. $3,700.
    * Unincorp. Franchise Tax, required for all with business gross of $12,000.
Unchanged since 1986. Inflation adjusted should be $25,000.
    * Basic Business License is a disaster. Many people are renting a room or
    two illegally not knowing the…

  15. Bridging the divide among tenants, small housing providers, DHCD, other Government agencies and stakeholders…

Bridging the divide to fulfill the vision of One City among tenants, small housing providers, DHCD, other Government agencies and stakeholders, by facilitating problem solving conversations and meetings that will result in creative solutions and accomplishments for One City.

The first step could be for DC Department of Housing and Community Development establish an email list for all people interested in moving this idea forward.
A second step could be to come to the Meetup For One City, held on the 3rd Sunday of each month from 12-2:30 at the Burma restaurant, @ 740 6th street NW second floor, DC…

  16. 25% of Washington, DC adults cannot read. We need a citywide literacy effort and it has been done in another city, we can do it here.

Create an parent's institute in an effort to improve public education right inside of the school's building.

  17. EIGHT GREEN ISSUES

EIGHT GREEN ISSUES REQUIRING ONE-CITY ACTION
Submitted for Discussion at Mayor Gray’s February 11, 2012 One-City Summit
    by Gene Solon (gsolon@verizon.net)

    1. Do smarter, more coordinated development and transportation planning! Strengthen and enforce engine idling regulations for buses, boats and other vehicles -- and do everything else necessary to dramatically increase the number of “code green” Air Quality Index days in our nation’s capital! Our health is at stake!

    2. Upgrade D.C.’s current vehicle fuel consumption and emissions regulations so that they match or exceed all California state regulations, including its state government fleet requirements – and including its recently…

  20. Create vibrant public park by tearing down the fence surrounding grounds for Armed Forces Retirement Home (AFRH)

2 years ago I moved into Park View in Ward 1. Its a wonderful community, but unfortunately the view of the park is blocked by huge fences protecting the Armed Forces Retirement Home (AFRH). How magical would it be for the community to have a green space to enjoy? Surely there is a path to respect our veterans but still serve our community? Green space is at a premium, lets bring the quality of life up for the whole community. I imagine that the retirees may even enjoy the site and opportunity to interact with children, families and couples enjoying…
