How can we make the District of Columbia truly “One City?”

Making genuine progress toward creating “One City” is the Mayor’s highest priority. Mayor Gray has said that One City “is the recognition that all District residents, no matter their differences, are bound together by a common destiny and a shared desire to make the city even better for the people who live here. Regardless of race, religion, ethnicity, sexual orientation, gender identity, ward or neighborhood, we all want a vibrant, sustainable city, where all residents have an opportunity to provide for themselves and their families, where every neighborhood is safe, where every student goes to a good school, where every tax dollar is spent wisely on a government that works, and where citizens’ voices really count.” Yet the District government cannot achieve this goal alone.

We’d like your thinking on some of the specific questions that we’ll be wresting with at the summit:

  • How do we grow and diversify the economy?
  • What do DC government, businesses, and non-profits need to do to help people who aren’t currently job-ready get the skills they need to find work, especially in growing sectors of the economy?
  • In order to have healthy, thriving infants and toddlers, what District government services and resources will be most important for our families and communities?

  1. Create proper DC Laws that will be compatible to HOA Bylaws

CREATE PROPER DC LAWS THAT WILL BE COMPATIBLE TO HOA BYLAWS
Change and/or added addendum is needed in the DC laws as it relates to HOA’s (Homeowners Associations)
The District of Columbia is signing off on legal binding documents for HOA’s when in fact the HOA’s bylaws are in conflict of the laws of the District of Columbia.

Many agencies in the District government are not abreast on how to handle complaints from HOA’s because of the ambiguity of the District laws as it pertains to HOA’s Bylaws. This leaves the HOA’s in turmoil and near bankruptcy because no one…

  2. There has got to be a better solution for the New York Ave and Florida Ave and North Capitol Street corridor.

Since the re directing of the traffic, it has gotten much worse to get through this area.
I think the O Street need to be open and florida ave should be reopen to both directions.

  4. Green up the district with clean electricity and encourage energy efficiency and home weatherization.

First, DC should work with Pepco to start a solar rebate program like the City of Fort Collins, CO to help install more solar panels on DC homes and businesses. Second, there should be free home energy audits and a comprehensive list of pre-approved providers for home weather weatherization projects. Third, the city could also host do-it-yourself weatherization classes. Fourth, the city should offer strong rebates on energy efficient applicances and energy efficient windows.

  5. The Teen Curfew Law.

My idea is to change the time of the "Curfew Law" for teens in the D.C and Maryland area. Letting kids stay out until 11:00 has caused more problems then before. I believe to you knock that time back about and hour or so then the chances of violence.

  6. Develop a campaign that encourages adults to mentor DC youth. If only 1 in 10 adults volunteered, we could cover all DCPS students.

Existing nonprofits can manage the training, coordination, and support. Mentoring helps youth make smart choices and build a positive future. It also can help build bonds across our diverse city and dispel myths about our differences.

  7. Give more DC residenst district jobs and provide them training; stop giving waivers to people that don't live in the district.

Allow more DC residents to obtain jobs in the district. Don't make the ranking factors so extreme that people with little college experience can't reach the goal. Provide them training if necessary and stop and/or reduce hiring citizens that don't leave in the district. Just because people may not have a college degree doesn't mean they can't do the job.

  8. Control the Deer Population in Rock Creek Park with a bow hunting season for residents.

The population of whitetail deer in Rock Creek Park is out of control. We need to open up a bow hunting season to reduce the population to a sustainable size. This program will reduce car-deer accidents, provide food for homeless shelters and re-connect district residents to nature. This project will also provide revenue from hunting licenses that can be directed toward environmental programs in the district.

  9. Establish a DC Green Office and business incubator in each Ward where we can learn about the latest green products, services and policies.

DC Green Offices could encourage competition among the District's Wards to implement the greenest businesses. DC Green Offices could focus on green businesses incubation and provide the latest information on green buildings, green roofs, energy conservation, weatherizing, renewable energy sources/providers, water resources, rain gardens, local food producers, urban agriculture, community gardens, brownfield reclamation, superfund site cleanups, low impact development, waste reduction/recycling, composting, watershed protection, parkland/watershed reclamation, sustainable transportation, sustainable investing, etc..

DC Green Offices in every Ward could provide outreach on how to make DC more sustainable to District residents, workers and visitors through websites, lectures and special events for…

  10. Ask banking and financial institutions to sponsor free classes on how to make a budget and live on it.

It would benefit people who don't know how to budget, and could be held at bank and credit union branches. Very good PR for the sponsors!

  11. Give training to DC families who have family members with HIV/AIDS, autism, Alzheimers, substance abuse or mental health issues.

All family members would benefit from this training. They wouldn't feel so helpless when faced with these problems.

  12. Survey and map what outreach programs DC houses of worship have - so we know what help is available and where. Work on what is missing.

We could use city resources where they are most needed, if we knew what kinds of help - such as tutoring, mentoring, job training, senior programs, ESL, etc. - are already available, and what isn't therel. Mapping helps us see unmet needs and make good plans to fix them.

  13. Fill every rooftop in all eight wards with solar panels that create clean, sustainable electricity

We can cut pollution, respiratory ailments, and pollution while also saving a bundle on electricity costs if we would only use the south-facing roofs and open spaces we have. There are 'power purchase agreements" that pay all the up-front costs, charge less than PEPCO rates for 5-7 years, then deed the panels and all future electricity (at least 20 years) to the property owner. The multiple benefits are almost too good to be true, but we can do it.

  14. to employ individuals who have been incarcerated to have career opportunities once they are released from jail

To give those who were once incarcerated to get the necessary job training that he or she needs in order to have a much better life where that person can practice recidivism which would result to that person not committing the same crime over and over again.

  18. Increase incentives and infrastructure for people to live and work in the city.

Foster sustainable neighborhoods which focus on the pedestrian rather than autos. Increase public transport which favor residents, public spaces, playgrounds, mini-parks, traffic calming, dedicated bicycle lanes, diagonal crosswalks where all traffic is stopped so pedestrians can cross at an intersection in all directions even diagonally. Increase mixed use condo and apartment living and increase the availability of 3 bedroom condo/apartments. Similar to parking requirements for large commercial buildings, shower facilities should also be encouraged.

  20. Start building the purple Line

We need a metro line that circulates AROUND the city and connects with each radiant. It will dramatically change the traffic jam in and out of the city. Any city planner, even any working citizen can see that it's essential; Every "adult" city has a "beltway" and a METRO LINE that encircles the city. It's 1,000 times more useful than laying track for a trolley on H St. NE. Get some common sense and stop being picturesque.
