How can we make the District of Columbia truly “One City?”

Making genuine progress toward creating “One City” is the Mayor’s highest priority. Mayor Gray has said that One City “is the recognition that all District residents, no matter their differences, are bound together by a common destiny and a shared desire to make the city even better for the people who live here. Regardless of race, religion, ethnicity, sexual orientation, gender identity, ward or neighborhood, we all want a vibrant, sustainable city, where all residents have an opportunity to provide for themselves and their families, where every neighborhood is safe, where every student goes to a good school, where every tax dollar is spent wisely on a government that works, and where citizens’ voices really count.” Yet the District government cannot achieve this goal alone.

We’d like your thinking on some of the specific questions that we’ll be wresting with at the summit:

  • How do we grow and diversify the economy?
  • What do DC government, businesses, and non-profits need to do to help people who aren’t currently job-ready get the skills they need to find work, especially in growing sectors of the economy?
  • In order to have healthy, thriving infants and toddlers, what District government services and resources will be most important for our families and communities?

  1. STOP OUTSOURCING PROJECTS (JOBS) TO CONTRACTORS

STOP OUTSOURCING PROJECTS (JOBS) TO CONTRACTORS

District of Columbia Government must stop outsourcing projects (Jobs) to contractors when DC Government already have full time employees (FTE) on board to carry out the very projects which are awarded to contractors and the FTEs has to provide guidance and/or directions to contractors on any awarded contract.

  2. Set up a citywide advisory board of former ANC Commissioners

Make use of this ever-increasing group of people; their experience and wisdom can be valuable to the wellbeing of the city. Require that issues they address be citywide in nature to avoid interference with the duties and perks of sitting commissioners. Advice on broad issues as seen by people from all parts of the city working together could be quite useful - I know because I served 12 years as an ANC Commissioner.

  4. Develop a campaign that encourages adults to mentor DC youth. If only 1 in 10 adults volunteered, we could cover all DCPS students.

Existing nonprofits can manage the training, coordination, and support. Mentoring helps youth make smart choices and build a positive future. It also can help build bonds across our diverse city and dispel myths about our differences.

  5. Establish a DC Green Office and business incubator in each Ward where we can learn about the latest green products, services and policies.

DC Green Offices could encourage competition among the District's Wards to implement the greenest businesses. DC Green Offices could focus on green businesses incubation and provide the latest information on green buildings, green roofs, energy conservation, weatherizing, renewable energy sources/providers, water resources, rain gardens, local food producers, urban agriculture, community gardens, brownfield reclamation, superfund site cleanups, low impact development, waste reduction/recycling, composting, watershed protection, parkland/watershed reclamation, sustainable transportation, sustainable investing, etc..

DC Green Offices in every Ward could provide outreach on how to make DC more sustainable to District residents, workers and visitors through websites, lectures and special events for…

  7. Give "No Soliciting" on the door the deterrent power of "Do Not Call" city-wide

My aging mom lost $12,000 to a "landscaper" who came to her door and convinced her that she needed to fix a few concrete cracks on her front walk. Aging residents citywide are at risk. Pass a law that imposes a severe financial penalty for opportunists who violate a posted "No Soliciting" sign, just as the "Do Not Call" registry protects citizens from unwanted telephone solicitations.

  9. Give training to DC families who have family members with HIV/AIDS, autism, Alzheimers, substance abuse or mental health issues.

All family members would benefit from this training. They wouldn't feel so helpless when faced with these problems.

  10. Promoting Citizen Engagement

Investing in communicating to the public (especially those most susceptible to being disenfranchised) the importance of participation in the District's decision-making process as well as in neighborhood/ward organizations is crucial to the "One City" concept. I think if the city took a poll (especially in the neighborhoods where citizens are most disenfranchised) about political/gov. services knowledge, the city would be surprised as to the lack of knowledge regarding how to engage. So many citizens in DC express their disappointment and frustration with DC's gentrification and I think some of this frustration stems from not being part of or participating in…

  11. Embark upon a city-wide, citizen inclusive campaign to develop a universal, marketable identity for the city of Washington.

Using input from every walk of life in Washington DC, we need to agree upon and articulate an internationally recognizable identity for the city of Washington. We need to have something OTHER THAN THE FEDERAL GOVERNMENT that all citizens of the City of DC can galvanize behind and be proud of. To accomplish this, I envision a campaign in four multi-year phases; Phase 1: Discovery Phase (Via a series of focus groups and other inclusive means, Identify a brand-able identity, and then use multi-media to socialize regionally); Phase 2: Market the brand domestically (Use multi-media to market the brand nationally…

  12. Ask banking and financial institutions to sponsor free classes on how to make a budget and live on it.

It would benefit people who don't know how to budget, and could be held at bank and credit union branches. Very good PR for the sponsors!

  13. Human Rights City and Corps of DC: Economic, Human, Social Development

The Human Rights Cities & Corps concept is now underway in places like Alexandria, Egypt and Rosario, Argentina among other places around the world. A Human Rights City is when business, government and civil society come together as equals around the same table...with ALL being welcome and none being rejected. It is more democratic than the democracy we have and more inclusive. Every citizen and resident is welcome and the organizations and institutions nonprofits, unions, chambers, churches and the like are welcome to be part of the Human Rights City Assembly. This way the problems identified by the people can…

  14. Start building the purple Line

We need a metro line that circulates AROUND the city and connects with each radiant. It will dramatically change the traffic jam in and out of the city. Any city planner, even any working citizen can see that it's essential; Every "adult" city has a "beltway" and a METRO LINE that encircles the city. It's 1,000 times more useful than laying track for a trolley on H St. NE. Get some common sense and stop being picturesque.

  15. My idea is that there be established programs of Motivation that are geared to creating higher esteem in all of district residents.

Throughout the city, there are group discussions able to be attended by all people with the common idea of this is a place where you can feel the motivational speakers messages and affirmations to inspire yourself to explore avenues capable of helping you to achieve greatness within yourself, thus the individuals become an active part of the continued development of the community and their own futures.

For one thing instead of seniors having to come to government offices, personnel, would come to senior facilities.

  17. Expand and increase access to DC Capital Crescent Trail.

There is few points of access to CCT and to the Canal in general. Developing new access from Palisades Recreation Park, Potomac Ave and others will make it more easy to reach by bikers.

  18. Use a Wisdom Council (www.WiseDemocracy.org) to create one whole-city conversation that is creative and collaborative

Every 4 months 12 citizens are randomly selected from the voter roles to meet for just 2 days. They are dynamically facilitated to determine unanimous perspectives on the most important issues, which they present in a public gathering . In practice, especially in cities of Austria, this presentation sparks a creative, collaborative conversation on those issues and breakthrough progress. See www.WiseDemocracy.org.
